The Work Session of the Mayor and Council of the City of Reynolds convened at 6:30 p.m. on Monday, November 4, 2019 at City Hall.

MEMBERS PRESENT: Mayor Walter Turner, Libby Bond, Danny Perkins and Chris Mason.

MEMBERS NOT PRESENT: Brittany Wainwright, Erie Barker, and Walker Moore.


Danny Perkins made a motion to adopt the agenda as presented. Chris Mason seconded the motion. Mayor Walter Turner and Libby Bond voted in favor. The motion passed. BUSINESS:

Proposed Water Rate Increase

Public Works Director Scott Jones and City Clerk Pam Dowdy explained to Council the research that had been done on how other cities handled water sales. Most cities charge by the size of the meter so that larger commercial services that have larger meters and higher water volumes would be charged at a rate compensable with the size of the meter and the volume of water used.

Scott also, pointed out to Council that the City needed to increase their rates because of the water loan/grant that was being applied for in order to upgrade its water system.

Libby Bond made a motion to adopt the water rate increases as proposed. Chris Mason seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. The motion passed.

Other Business

City Clerk Pam Dowdy went over some of the expected finding from the FY 2019 audit. She explained there were several issues surrounding invoices that were not able to be located, reports not being run in a timely manner and a better segregation of duties.

Mayor Turner informed Council the date of the Tree Lighting had been set for Monday, November 25, 2019 at 6:30pm.


Chris Mason made a motion to adjourn the meeting. Danny Perkins seconded the motion. The meeting adjourned.
