The regular meeting of the Mayor Pro-temp and Council convened at 6:30 p.m. on Monday, September 28, 2020 at the Train Depot with the announcement of a quorum.

MEMBERS PRESENT: Mayor Pro-temp Danny Perkins, Chris Mason, Tiffany Coker, and Libby Bond. Also, present City Attorney Brian Causey.

MEMBERS NOT PRESENT: Mayor Walt Turner, Erie Barker and Walker Moore

ADOPTION OF PROPOSED AGENDA

Chris Mason made a motion to adopt the agenda as amended. Libby Bond seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker voted in favor. The motion passed. Amended to reflect:

APPROVAL OF MINUTES

Chris Mason made a motion to adopt the minutes to the August 17, 2020 Regular Council Meeting. Libby Bond seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker, voted in favor. The motion passed.

Chris Mason made a motion to adopt the minutes to the August 24, 2020 Special Called Meeting/Work Session. Tiffany Coker seconded the motion. Mayor Pro-temp Danny Perkins and Libby Bond voted in favor. The motion passed.

Libby Bond made a motion to adopt the minutes to the, August 27, 2020 Zoom Meeting. Chris Mason seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker voted in favor. The motion passed.

OLD BUSINESS

Libby Bond made a motion to open the window at City Hall to the public on September 29, 2020, allowing only 1 person in the lobby at a time to allow for social distancing. Chris Mason seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker voted in favor. The motion passed. Chris Mason made a motion to pay Michael Duncan for a portion of his work at the Armory out of SPLOST 2011 and close out the account. Libby Bond seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker voted in favor. The motion passed.

COMMITTEE REPORTS

Finance Committee: Libby Bond reported that the Committee had not met but they had received a written update from the City Clerk.

Property Committee: No report.

Police Committee: No report.

TAYLOR COUNTY FAMILY CONNECTIONS REPORT

In the absence of Lula Neal, Chief Lonnie Holder reported the Food Giveaway and Census Event earlier in the day was a big success. Chief Holder reported there were over 500 people who completed the Census and over 600 meals distributed.

POLICE REPORT

Chief of Police Lonnie Holder reported they had been operating with a skeleton crew because of several officers including himself testing positive for the Coronavirus. He stated the last officer had just tested negative and would return to work on Wednesday.

Chief Holder reported they had held 2 large courts this month both of which went very well. He said this was the first time they had ever had to hold 2 courts in one month.

Chief Holder also reported, he had received a call from a young man going to the military who was requesting the City allow about 400 4-wheelers to ride the streets of Reynolds for his going away. Chief Holder advised him that the City would not permit this to happen.

PUBLIC WORKS REPORT

Public Work’s Director Scott Jones reported to Council that after being awarded the armory remodel job, Michael Duncan was able to call in someone to check the HVAC system. He reported that a separate unit needed to be added to the chief’s office and some additional returns. The estimate for the work needed and the additional unit was $4156.00 (four thousand, one hundred & fifty-six dollars).

Chris Mason made a motion to pay for the air conditioning out of the SPLOST 2017. Libby Bond seconded the motion. Mayor Pro-temp Danny Perkins and Tiffany Coker voted in favor. The motion passed.

Scott then asked Brian Causey about interim financing for the USDA loan/grant. Brian responded that he was not sure but that he would check on the lender and the amount and report back.

FIRE REPORT

No report.

FINANCE REPORT

City Clerk, Pam Dowdy reported the milage rate had been set at 12.634 which was .01% higher than the prior year.

Pam informed Council GMA was expecting the Governor to announce any day the terms for the balance of the CARES Act Funding and that they (GMA) were ready to start training very soon after. AJK, the city auditors, are completing the audit from their office. Pam told Council they had called on Thursday, September 24, while Mayor Pro-temp was in the office and requested to be able to pick up everything to complete the audit at their office in order to keep the appropriate social distancing. Danny approved and everything was picked up on Friday, September 25. The audit appears to be going well and the arrangement has not caused any problems.
