The work session/meeting of the Mayor and Council convened at 6:36p.m. on Monday, April 26, 2021 at the Train Depot.

ADOPTION OF PROPOSED AGENDA

Libby Bond made a motion to adopt the agenda as amended. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. • Include discussion on Strawberry Festival sign during Other Business

Lobby Bond made a motion to again amend the agenda. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor. • Move discussion on lawn mower before Executive Session

Public Work’s Director presented Council with the quote from Giles Power Equipment in Perry on a new lawn mower.

After some discussion on the comparison of the lawn mower quoted by Walker-Rhodes and the mower quoted by Giles; Libby Bond made a motion to allow Scott to make a decision on the purchase of the mower and pay for it out of Solar Funds. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

At 7:02 p.m. Libby Bond made a move to go into Executive Session. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

EXECUTIVE SESSION

RETURN TO REGULAR MEETING

At 8:23 p.m. Libby Bond made a motion to return to the Regular Meeting. Danny Perkins seconded the motion. Mayor Walter Turner and Walker Moore voted in favor.

Libby Bond made a motion to start Brian Smisson at Step 12, which is $684.00 a week and $17.22 and hour on the pay scale for the City Clerk. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Libby Bond made a motion to give Brian Smisson a one-step Raise of 2.5% at the end of a six-month probationary period.

Libby Bond made a motion to raise Scott Jones to Step 20 on the Public Works Director pay scale. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Libby Bond made a motion to give Bennie Griffin a pay adjustment to bring his pay in line with the Maintenance Tech pay scale as amended. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Walker Moore made a motion to give Roderick Walker a pay adjustment to bring his pay in line with the Maintenance Supervisor pay scale as amended. Danny Perkins seconded the motion. Mayor Walter Turner and Libby Bond voted in favor.

Libby Bond made a motion to raise the Rebecca Turner to Step 13 on the Court Clerk current pay scale. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Libby Bond made a motion to raise Tammy Jones to Step 17 on the Assistant City Clerk current pay scale. Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Libby Bond made a motion to have the City Clerk adjust the pay scale as directed by Council. . Walker Moore seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

OTHER BUSINESS

Libby Bond made a motion to pay the NEOS invoice for the computers and equipment for the police department out of Solar Funds. Danny Perkins seconded the motion. Mayor Walter Turner and Walker Moore voted in favor.

City Clerk, Pam Dowdy presented Council with the quote from Arrow Exterminators for Termite Protection at the Armory. Pam explained the quote was for the entire Armory but the cost could be adjusted if Council chose to only have the police department portion of the building done.

Walker Moore made a motion to have Arrow Exterminators treat and maintain the whole armory for termites. Libby Bond seconded the motion. Mayor Walter Turner and Danny Perkins voted in favor.

Mayor Walter Turner told Council he had been approached by Becky Forbes from the Strawberry Festival requesting permission to put a sign up in the grass near the ride share parking lot until the 7th of May at which time it would be moved to the Fat Boy Blinds parking lot until after the Strawberry Festival at which time it would be removed.
